Gene is one of the nation's most respected tax experts. He has served as President of the National Tax Association (2001–02), is Co-Director of the Urban-Brookings Tax Policy Center, was Chair of Social Security's 1999 Technical, and chaired a 2015–16 National Academy of Sciences Committee study on investing in children. Gene is also one of the key architects of the historic 1986 Tax Reform Act.
Gene is the author, coauthor, or co-editor of 18 books, including Dead Men Ruling, Nonprofits and Government (3rd edition), Contemporary US Tax Policy (2nd edition), and Advancing the Power of Economic Evidence to Inform Investments in Children, Youth, and Families.
